You are right, an even number of non's is bad, an uneven number of non's is good. For instance:

heinous - bad
Non-heinous - good
Non-non-heinous - very bad
Non-non-non-heinous - very good
Non-non-non-non-heinous - very very bad!

Etc. In the scene you mentioned, I'm pretty sure Bill says "Non-non-heinous," meaning very bad.
