non-heinious

this may sound really really stupid, but i am confused dudes...
in the dictionary, it says heinous means wicked and bad. from this i would assume that non-heinous would mean the opposite of bad.
in the film bogus journey, when the evil robot bill and ted's dump the two great ones impersinating joanna, bill says "this is non-non-heinous, which quite definately means bad,
when they meet colonoel oats in hell, bill runs out the room and says "this is NON-NON-NON-NON heinous"m which must mean bad. i have noticed that bill says it an even amount of times, technically saying that it is not heinous, if you count it through, but it must mean bad, added to that, everyone on this site uses non heinous as a good thing, please help me, i am confused.
