Lets see... there's two thousand ways to explain this and I choose this one!

Ok. First and formost, Rufus never told them that they were going to bring peace but only that he was going to help them with their report. I think you have this part confused with the ending.

Second off, I'm sure you noticed how poor Bill and Ted's stidy habbits were so baisically they needed a fun source, if you will, the phone booth. When Ted was threatened to be sent to military school, it also threatened the band being broken up and if the band was broken up, there would be no world peace. And if there was no world peace, then "it would be disasterous for life as we know it."

So this is where Rufus comes in to help Bill and Ted with the history report so Ted isn't sent away and the band isn't broken up.
