Excellent Adventure Question

In the beginning of Excellent Adventure, Rufus tells us that the two great ones will bring world peace with their music but they have to pass their history report so it can happen. If Rufus already knows that world peace will be achieved, then why does he need to help them pass their history report? I'm a little bit confused on this one.
