In the movies (as they were filmed) Bill and Ted's birth moms are never mentioned. In the first season of the animated episodes they were also never mentioned. In the second season of the animated episodes they were referred to but never seen (in the episode "Adventures in Babysitting" Captain Logan and Mr. Preston are seen in flashback going to a disco together and comment their wives are playing tennis together. This typically isn't considered too plausible by B&T fans). In the live action series Bill's mom is never mentioned but Ted's mom is seen in one episode catfighting with Ted's music teacher over a past relationship the woman had with Captain Logan (he was actually a hippy while wooing this other woman . . . again not considered too plausible). In early versions of the Excellent Adventure script Bill's mom is not mentioned but Ted's mom is present, but only as a fat woman in another room (she's never seen, just heard). In fanon (the fans' theories which end up in fanfic) the theory is that Ted's mom was killed by a drunk driver and that Bill's mom divorced Mr. Preston to "go find herself and lead her own life."

It's interesting but if you look at most mythology very often great figures are either orphaned, raised by animals or only have one parent. Certainly holds true in most Disney films! So the answer, as you indicated, is that there is no true answer . . . Bill and Ted's moms are simply one of the great mysteries of life.
