The soundtracks

Why are none of the songs that Bill and Ted quoted in Excellent Adventure and Bogus Journey(like "Dust in the Wind" by Kansas, "The Reaper" by Blue Oyster Cult and "Every rose has its thorn" by Poison) on the soundtracks. I can kinda understand that a lack of money in making of the Excellent Adventure Soundtrack, but the Bogus Journey soundtrack has some huge names like Megadeath and Kiss so it seems like they could afford Poison and Blue Oyster Cult. Also, a friends said the bands B&T quote paid to have quotes of their songs in the movies. Is this true?
