The actors names are Brendan Ryan as young Ted and William Thorne as young Bill. According to the Internet Movie Database, Brendan appeared in a few more films but nothing since 1997. William only appeared in two other films and none since 1992. I doubt there's much else about these young actors online, unfortunately. :( Party On!
