I've never seen the cartoons online to download, and unfortunately if they were we couldn't refer fans to those places on this site because of copyright issues. But with that kind of thing you just have to keep checking, because things circulate on Kazaa and the usenet groups all the time. Unfortunately the B&T cartoons never reaired after their second season on Fox and have never been released commercially. Most heinous indeed! :(
