Hey Manda,
Check out the "Halloween shows" section of this site- specifically the 1999 show pics(Bill and Ted in the Phone Booth photo) and as you'll see it's TED's outfit from "Excellent Adventure"(minus the Van Halen shirt)with his "Bogus Journey" jacket over the top of that!

Good luck with your costume and full-on check out e-bay for the Van Halen shirt.
