Sorry, but Bill and Ted do use heinous to mean bad. For instance, when Bill thinks Ted is dead he says "Bogus! Heinous! Most non-triumphant." It's definitely a negative sentiment. In Bogus Journey Bill says the experience with Colonel Oates is non-non-non-non-heinous (four nons, an even number, keep the meaning of the word). Very bad! See? ;) Party On!
