As far as I know there's no word on Freaked being released on DVD yet. It did come out on laserdisc a while back, so hopefully it will make it to DVD with lots of excellent extras! If you like bizarre humor, be sure to check this film out (and watch for Keanu as Ortiz the Dog Boy and William Sadler as the head of EES - Everything Except Shoes!).
